For the archives...

The problem ended up being an extraneous OSPF network configured on the
ASBR (the one injecting the type-7 LSAs from static/connected routes).  

We apply a standard template to all routers, most of which end up in the
backbone area.  This one was intended for a NSSA, so the default OSPF
network config including the backbone networks was unnecessary.  We
didn't realize it would prevent the ABR from translating the LSAs
correctly even though it never formed any adjacencies in the backbone
area.

A tip of the hat to MikroTik support for a quick reply.  They didn't
find the problem, but they looked at our configs and setup a test to
confirm that NSSA support does work as expected.  We produced the same
test and applied the differences until it broke to find the cause.
