FYI - Only static leases are exported. Mikrotik offers no ability to backup
any dynamic leases.

In the neighbors do all the connected routers show up?
I've seen on some of our MT routers where I will set up the route in OSPF and
it will not propagate the route. I have to take the IP address out and network
out and put them back in address first then the OSPF network.

I think the dr-other just means that the designated router is the preferred
router not this one. Glad I was actually of some assistance.
