Hotspot off. Works as expected.
If I enable hotspot users will not see the internal web page. It will just
time out, but it does prevent them from getting online. Now if I reboot at
this point, the redirect and web page work as they should. I was hoping
there's a version where this bug didn't
Did you try flushing the DNS when you turn hotspot on?

I dont know how to exactly replicate your bug.. Its strange for me to hear that
because I work a lot with hotspots in events and usually we create users on
the fly
