make obj regress tests clarification.

Hi, I noticed today that "make obj" on -current was trying to download an egcs pkg and failing. It seems un-critical, as the build completes perfectly if ignored. Having spoke to some people on #openbsd on freenode they managed to duplicate it on other machines and tracked it down to the PKG_PATH
