I am testing on a fresh 6.2 i386 install, and following vxlan(4):
Unicast is working:
# ifconfig vxlan0 tunnel 192.168.1.100 192.168.1.200 vnetid 5
# ifconfig vxlan0
vxlan0: flags=8802 mtu 1500
lladdr fe:e1:ba:d0:12:a6
index 7 priority 0 llprio 3
encap: vnetid 5

you should try using the following in pf.conf:
set skip lo
block log
pass allow-opts
