Not that I would expect Greggy BOY to understand the concept of how great
this would be for the poor and the community, he's opposed to any idea that
makes sense but it wasn't his.

I got this in my Alderman email address today from Nixa’s City
Administrator. It’s open to the Sunshine Law because it was sent to our
entire Board of Aldermen so I’m not sharing anything with you that should be
kept confidential. If you will look at the email addresses that these city
administrators have sent this to, you’ll see it has went to almost every
community in southwest Missouri.

They are mounting a campaign to pressure state law makers on the state
FairTax to vote against it. Normally I would have taken this to the radio on
Vince’s show, but without that opportunity, I hope we can get the word out
through TYCOA and any other avenues necessary. There needs to be equal
pushback on our state representatives and senators!!!! City administrators,
if they are worth anything, make sure to have a first-name relationship with
their respective state congressmen. It already mentions Norma Champion on
the side of being against the FairTax (anyone who has listened to Vince’s
show shouldn’t be surprised about her being against) but we need to make
sure they hear from the constituents, not just the bureaucrats!

Greg:

The Show Me Institute has been having meetings throughout the state this
summer and fall.

There are “robo” calls being made to all the Senators and Representatives
offices by constituents. There are live calls scripted for the individuals.
There is a strong grass roots organization that is very well financed.

The Senate is feeling the pressure as evidenced by the informational hearing
held this morning. Last year the Senate had a brief hearing at the very end
of the session.

The area House delegation is supportive and the bill will “fly” through the
House.

I visited with Senator Champion this afternoon. She has a grasp of the issue
and is skeptical given her City Council background.

As I previously mentioned the Senate Majority Leader Engler told me several
weeks ago that some sort of fair tax will pass this year.

This situation is very troubling. Coalitions are being formed to fight the
bill HJR 56. The legislation calls for a sales tax on goods and services.
All professional services will be impacted.

I will have more information for you.

Scott

In a word . . . lots.

I would encourage each of you to contact your representative/senator and ask
him/her that question . . . Do you support HJR56 (the “Fair Tax” bill)? I
think you might be surprised.

I’ve copied Scott Marrs, our lobbyist, on this email so he can chime in to
correct me if I’m wrong.

Scott: Two questions for you. Please REPLY ALL so everyone on the list can
see your response.

· How strong is the state-wide support for HJR56 in your opinion?

· How strong is the LOCAL support for HJR56?

*Missouri Senators to hear presentations on replacing personal and corporate
income taxes with an increased sales tax *

The proposal to eliminate individual and corporate income taxes and replace
them with a greatly expanded sales tax is back in the form of HJR56
(Emory). The Missouri Budget Project opposes this for a number of reasons.
It is a fundamental shift from a *shared* responsibility for revenue to fund
education, health care, transportation and other important services to being
the *sole responsibility of individuals and families*. It will raise the
rate of state sales tax, and will tax all services except tuition and fees
for higher education. It replaces our progressive income taxes with a
regressive sales tax, and will enact new taxes on basic needs such as food,
prescription drugs, rent, home repairs, child care, nursing homes, auto and
health insurance. It will mean a *tax increase* for *95 percent* of
Missourians, with only the *top 5 percent* of households' experiencing a *tax
decrease*.

The Senate will have a seminar on this issue on 1/12/10 at 10:30 AM in SCR
1&2, with both proponents (Show-Me Institute and Laffer Associates) and
opponents (Missouri Budget Project) giving presentations. If you are able,
please plan to be there.
