I have released it as a file. Because the source is SGML, and from the source you can generate several formats. The package contains every output format that can be generated from the SGML source, and they look really nice. Currently it only includes English an German. If someone thinks a language is missing, and wants to translate it into that language I will help you. And inlcude it into the package. Many thanks to Wolfgang Göller, for his bug reports.
