Not directly from mpeg2enc, but at a later stage, with mplex.
Here are the values for -q 8:

Much better with -q 7 but it still exceeds the limit of 8000 on a few
occasions.
It doesn't seem like rate control is much better, or perhaps I'm
mistaken. It does seem like it requires larger values for -q.

I have made the mjpegtools 1.9.0 RC3 and put it online.
It is aviable from the file area.
We have the source tar package, the source RPM.
And the two RPM packages which contain the binaries, and the developer
information. The binaries are compiled for Pentium II, so should run on
