Try to distinguish between roundabouts that fork or overlap other segments.
Now attempts to give different warnings for when a roundabout forks or
for when a roundabout segment overlaps another.
Probably not 10

Now only warns once for each roundabout segment that forks.
Added messagePreviouslyIssued() method to RoadDef to track whether a
particular message has been output for that segment.

Now warns when it finds roundabouts that fork.
This detects roundabouts that have multiple segments that lie on top of
each other.
Also, no longer erroneously warns about flare roads being the wrong way
around
