I have just tried Andrzej's test and I can confirm in many instances this
seems true. But I have found the odd case where routing does as expected as
well. Curious.
My settings where Pedestrian, so shortest distance.

The blue dots are indeed an overlay, but are not route-able. How are you
dealing with Motorways in your style file? I tried using 0x02 rather than
0x01, but it made no difference
