Corrections for --make-opposite-cycleways option

I think that you are right, but I have not thought about this in detail.
I see that Ralf Kleineisel and Bernd are using the rules from

I have also often proposed this - already long time ago. It's the most
usable way. maxspeed should only make a road slower, never faster.
Because it would be an illusion to drive 100km/h on a highway=track -
even if it were allowed - to give an extreme example. As long as there
is not tag givin
