The fact that cities15000 is smaller than cities500 is both reasonable
and normal. There are more cities with a population 500 or more than
there are cities with a population of 15 000 or more. It is reasonable
that the compressed versions of these file have the same relationship.

Seems to be an error with all of the cities zip files. Also, if you look
at the size of the files, there was something strange, because
cities15000 is smaller in size than cities500
