FYI, the bug that led to the error message being output is
reasonably subtle and to trigger it you needed to have a roundabout (or
some other looped way) that contained a node that was 2 points from
the end of the looped way and the node had to be close enough to the
penultimate point in the way t

I am not expecting the fix to introduce any routing issues and I did
look at the output using mapedit and it looked OK so I think it's safe
to commit this fix.
