Seems the keyboard isn't quite accessible with TalkBack. In that case,
install Google Keyboard or Jellibean Keyboard 4.3 from the playstore
and make it the default keyboard from settings/language and inputs.

keyboard, go to language and input settings, and select google us keyboard
as the default keyboard, and there you go. If not, then try to download the

android keyboard as default and it has started working.
I think google keyboard is not installed.
