In your /etc/config/network file, try replacing
option device '/sys/devices/pci:00/:00:14.0/usb1/1-3/1-3:1.8'
with
option device '/sys/devices/pci:00/:00:14.0/usb1/1-3/'
or whatever path mmcli -m shows as the device path.

/lib/netifd/proto/modemmanager.sh seems to not run on Lede (kernel 4.9.44
with MM 1.7.0-2016...), even though I have this in /etc/config/network:

option proto 'modemmanager'
