Actually, PHP's advantage is that you can install it and all 250 sites on that machine 
can use it without problems. You just can't do that sanely under mod_perl.

But that's merely because we don't know what we want. Its only recently that people 
have decided that they wish to present data in XML and use XSL to display it. Prior to 
then the problem has been how to separate HTML from the code in such a way that the 
designers have an easy to use interface to the code.
