Here is what I did after reading your email:
1. Redownloaded the source tar ball for the version of Apache that I am
running on my Linux RH 7.2 box.
2. untar'ed the source tar ball for apache.
3. Executed ./configure --with-apache-includes=the /src/includes
directory under the source dir
