For my RedHat 8.0 I've made a custom .spec file to build an RPM
directly from the CVS sources.

p.s. I did find a Rawhide (bleeding edge Red Hat release, I think)
mod_perl-1.99_09, but it doesn't seem to be compatible (I got an error from
Apache).
