libapreq make failed on hpux11.11

I'm trying to install libapreq2-2.06-dev on a hpux 11.11 machine. It is failing at the make command. This machine has both a static (non mod-perl) 1.33 apache server and a mod_perl enabled 2.0.48 apache server installed and running happily. When installing libapreq2, I start with: perl Make
