After some investigation, I realise that it's modperl on Win32 is still
more stable on 2.2.4 (ApacheLounge). Some layman findings:
1. Apache2::Reload can cause the startup to crash easily. eg. when you
load HTML::Template
2. Fault report on Events is like this:
