[monit] failed to stop messages

Hello! I'm using Monit to monitor some processes, and can't seem to get my simple configuration working correctly. When my threshold is met, I end up getting sent constant failed to stop messages. Here is the output in my logs:

Hi Thanks for your attention because I suspected to that,I already changed permission to 777 for pid file. When I manually execute /etc/init/tomcat the pid is changed!! in addition, I do know why monit determine tomcat is down while tomcat is up and running without any issue!!! Thanks for any
