Right now I am building mono configured as --with-moonlight=no to
workaround some weird build failure on windows.
Now, I'm getting build error at csharplib because of lack of tuner.
tuner is built only as part of NET_2_1 profile, while csharplib uses
tuner regardless of --with-moonlight
