Actually it's not wait 21 days /per/ transaction it's wait 21 days if in their sole opinion one of your transactions fits one of their blanket rules, it doesn't (appear to) take into account any history of your transactions. I could care less, I am not swinging by the proverbials for the money

well, there used to be a lot of thieves on eBay , a lot of criticism flew their way for offering a Platform to rip off artists , they've pretty much done what they had to do to make that end , so waiting 21 days for your money is not that big a problem , you will get it , just wait 21 days per
