I bought a couple of items on ebay from a new seller with zero
feedback. That in itself is not necessarily a cause for concern.
I owe the seller about $700. Her listing indicated that PayPal could
be used for payment, and that all items were returnable.

Simple, and it happens all the time. If the seller doesn't have his paypal
account set up properly, the buyer's payment will just sit there in limbo
waiting for the seller to correct whatever the problem is and

I just got an email from a guy that waited 30days to contact me...I paid
through paypal but after two weeks he did not collect the funds - I
retracted my payment and waited to see if he would. Now two weeks after
that he wants to file a non payme
Just to finish the story, I decided to pass on this
item, but decided not to report it to ebay, because I
didn't loss anything.
Although it was a little fishy, the seller had a story
that the original buyer backed out that might have
been true.

Your experience just doesn't sound right and if it happened to me, I
would definitely report it to Ebay. There must be a link somewhere on
the site map to do this but I don't know just where that would be.
I have used the dispute process three times. Once when someone sent me
a broken LP

Any remote possibility the seller had more than one of the same item? Could
the seller have had the "celebrity" sign more than 1 item when he/she
initially received the item?
