i normally remove the excess, dried brown tape from the back of?inserts or half 
sheets--provided it wont remove any of the poster paper.

however, i just received a 1949 insert with tape at the top and bottom (fully 
disclosed in the description).

BUT, BUT, BUT.....THIS TAPE I DID NOT?TRY TO?REMOVE because both strips have 
the NSS number printed by machine on them.? I have never seen this 
before......? who put it there?
