Just some things to think about:

You are probably right!  Are you looking for a common assessment, or are
you trying to determine
each student's instructional level?  Just administering a 6th grade
assessment to a whole group will 
 give you instructional information about students who are reading at that
level.  You will have minimal
information about lower and higher students from such an assessment
strategy.

Do you mean that you are trying to determine WHO will benefit from
intervention?  Don't forget to look
at what you have readily available, such as teacher observation, student
work as well as state assessments.  Also,
as a reading specialist who works with gifted readers, I would be remiss
if I didn't say, 
 please don't forget intervention for your higher readers!
