Have you read Carol Lyon's book, Teaching Struggling Readers? It is a very powerful book. I have taught 6th graders who couldn't read, and Lyon's book probably addresses some issues you are having. Also, I don't think you can go wrong with teaching these kids basic reading strategies like in
