Regarding Gordon Andersson's link to the blackbird story, the federal agency
that will be responsible for spraying herbicide on those cattails is the U.S.
Department of Agriculture's division of Wildlife Services.
A few years ago that unit was called the division of Animal Control.

A male Barrow's Goldeneye was in the Mississippi River at Reads
Landing (Wabasha Co.) early this afternoon (1 March, 12:30 p.m.).
This is likely the same male that has been reported in this general
area for the past several weeks. Earlier (10:30 a.m.) in Prescott,
