Based on conversations we have had with our friends and neighbors, we worry
that any interaction with this individual (be it with birders or law
enforcement) will potentially have a negative impact on owls and other
conspicuous birds and wildlife in the area. My advice, for the sake of the

Also enjoyed Rough-legged Hawk Northern Shrike.
The Sand Dunes area is located just south of Sherburne Refuge, take CR 5
south almost to the second CR 4 (west) exit, but turn left/east rather than
right.
Why couldn't some kind of a string operation be setup with law
enforcement? Have undercover cops pretend to be birdwatching by this
