Xcel Energy, Black Dog, has graciously offered to allow controlled access to 
the causeway viewing area at the power plant. Because of safety concerns 
involving railroad car switching at the site, access will be permitted this 
Saturday during two time periods: 11:45am - 12:30pm, and again after 3:00pm - 
dark. Either myself or Paul Budde or both will be at the parking lot opposite 
the main gate prior to 11:45am. CBC counters and others are welcome to join us, 
but we ask only that you stay at the viewing area until 12:30 pm when we will 
all leave together. The precise time that we will enter after 3:00pm is not 
known at this time and may depend on Paul's and/or my schedule, but will likely 
be around 3:45pm. We will probably arrange a precise time during the noon 
viewing period. 

Tonight at 4:00pm, I will be at the main gate to do a scouting check for birds 
visible from the causeway. Anyone wishing to join me should be ready to enter 
at 4:00pm. I will have a gate key. It is too dark to see at about 4:55pm, so 
that is approximately the latest we will stay. 

Finally, Xcel Energy will plow a walking path to the observation viewing deck 
from the power plant parking lot for those interested in hiking that stretch of 
road. 

We are fortunate to have the privledge of accessing these areas. If you see any 
Xcel personnel while you're out and about, take a second to thank them 
personally and for MOU.
