Federal Wildlife Refuges should have them as well. I have verified that you
can buy them weekdays 8am-4pm at the Refuge HQ on County Road 9.

I have found that if a post office does not carry Federal Duck Stamps, or
is out of them, they can order them from their central supplier and will
even set one aside for you (at their discretion).
