why is this bug not in 1.0?

a textarea specified as having 1 row rendered as 3 rows is a serious
issue, IMHO. I thought those were exactly the bugs that have to be
cleared pre-1.0.

The location of it depends on your windows version.
Try c:\windows\application data\mozilla\profilename\random_number.slt
or
c:\documents and settings\username\application data\...
or
c:\windows\profiles\username\application data\...
