[MP3 ENCODER] Using libm or not

Hey! Look at attached image. In fraunhofer codec there is better S/N ratio at low frequency (below 9 kHz). In Lame we have flat noise distribution. Maybe sombody implement this model of psychoacustic in LAME... Regards, Piotr Borowski
