In the initial days of Phase I, there were allocations
taken "off the top" of NRP funds that went to the
Mpls. Public Schools and Hennepin County.
We have come to call those funds the "7 1/2%" pools.
Both the MPS and Hennepin County have processes for
neighborhoods to access these funds.
