We try to connect two qmanagers over LU62 channels.
One Qmanager on VMS(v5.1) trying to connect a qmanager on z/OS(v5.3).
The connection is refused for a security violation by APPC/MVS, because the logonid
supplied is unknown.
After we trace, we found that the user is ok, but it is in asci

That sounds like a bug in the LU6.2 implementation on VMS to me. IIRC all
the fields in an FMH5 are architected to be EBCDIC (but hey it was a LONG
time ago, and I certainly don't have the manuals to confirm that now).
