[mssms] Application installs not happening automatically

I've noticed on two ConfigMgr 1602 environments that application installs are not occurring automatically and (near) immediately after/once the client downloads policy. The only way to have the application installs begin is to trigger an Application Deployment Evaluation Cycle client action. O
