I'm not on my home system, but my work box with similar setup says:
$rpm -qf /usr/lib/liblinc.a
linc-devel-1.0.2-0.ximian.6.1
So you think this is a Ximian packaging bug?

If liblinc.la is not there, who is providing liblinc.a on your system?
If it is a Ximian package then there might be a problem with them not
including the .la library (I think someone had a problem with this
before ?)
System: RH9 - Ximian Desktop 2
configure seems to work fine -- I installed evolution-devel and
libgal2.0
When I make I get:
libtool: link: `/usr/lib/liblinc.la' is not a valid libtool archive
make[2]: *** [libevolution_sync.la] Error 1
make[2]: Leaving directory
