This proposal is for adding a "Digital Download" option in the medium
format list, under the "Digital Media" entry. (so at the same level as
USB Flash Drive).

Digital media was originally added for downloads and is almost
exclusively used for downloads. It's our second most common format, so
adding a new format will mean we end up needing to migrate tens of
thousands of releases for very questionable benefits.
Using it for non-downloads
I agree we should flatten the hierarchy there rather than introduce a new
sub-type. Perhaps we could rename digital media to digital download instead?

Wouldn't it make more sense to rename it "Downloaded media" instead
