All users should be able to change their own password on any mysql.
I have trouble to allow this feature on mysql 4.0.12, on mysql 3.23.56 it works.
Let me demonstrate it:
on mysql 3.23.56:
as root:
mysql create database test_dummy;
Query OK, 0 rows affected (0.00 sec)
mysql
