You are missing the ; at the end of the SQL statement
try $query = "SELECT * FROM question WHERE answer<>'1' AND id>250 ORDER BY
id;";
instead of $query = "SELECT * FROM question WHERE answer<>'1' AND id>250
ORDER BY id";
