"enclosed by" clause ignored

Hi all, I'm doing a quick and dirty import/export thingy, using the command LOAD DATA INFILE ... All fields in the table are of the type TEXT. and the text file (2be imported) is comma seperated and fields are double quote enclosed. Without use of the 'ENCLOSED BY' clause field data looks like
