Is there a special function to change all content of the mysql database to
utf8?
Or is there a possibility to change it with a perl or php script?
Any idee?

Yes, I have
go to my.cnf and write
[mysqld]
user=root
then start the server with mysqld.
This works on my computer, but I'm not sure if the right way cause the the
server shouldn't use with the user root but for a test it's ok.
