remote connection 4

when i try to connect to my mysql database from another machine i get a 
error like this

%mysql -h domain.com -u tellus
ERROR 2003: Can't connect to MySQL server on 'domain.com' (61)
The port don't listen

and this is disabled in my.cfg

whats wrong and how do i allow remote connections?
