i dont think there's any privilege called ALL PRIVILEGES. You need to say
just ALL, like:
GRANT ALL ON *.* TO [EMAIL PROTECTED] IDENTIFIED BY
'12345678' WITH GRANT OPTION;
GRANT ALL ON *.* TO newuser@% IDENTIFIED BY '12345678' WITH
GRANT OPTION;
