I just took a look at all of that, especially the jar file.
It contains another jar file! (with the mm.mysql driver classes)
maybe it appears that some runtimes don't get this working !?!
it worked fine on my system :
browsers netscape 6 (winnt4 and linux) and opera 5 (winnt4).

AFAIK not all of the perl modules are available as RPMs,
you may either have to create the RPM on your own,
or have to install that module the normal way, and force
the installation of the dependent RPM using '--nodeps'.
the latest distributions built by SuSE contain some of the
perl modules
