BUG IN WIN32 in UCASE and LOWCASE

There is a bug in cp1251 charset on win32 platforms. Both this procedures doesn't work correctly You can see result in attach file if you have cp1251 charset this bug was found on win98 and NT and 2000 server was checked three last binary distribution This results are for 3.23.3
