Your spelling of PRIVILEGES is also spelled wrong =) specifying GRANT ALL PRIVILEGES on *.* to a user will make that user a member of the superuser group such as mysql, just without the GRANT OPTIONS, meaning that user's login wouldn't be able to GRANT other users.
if you want to specify the database just do a mydb.* meaning all tables within the mydb database. then, mysql>flush privileges; i hope that helps. Respectfully yours, Sherwin T.
