How did you install OpenSSL? From source or packages (e.g. debian or rpm).

that case you also have to install the dev-Package of OpenSSL
(openssl-dev)

I was able to repeat this situation.
It happens only when OpenSSL is installed to non-standart
directory and no OpenSSL

I also tried --with-openssl
