Mysql does not own its files.
chown -R mysql /var/lib/mysql

I have recently upgraded to Red Hat Linux 7.1 from Red Hat 6.x
I had successfully run MySQL under that distribution but am having problems
with it under Red Hat 7.1
I have installed mysql-3.23.36
