Yes.
In this case check permissions on the MySQL data dir and files.
MySQL should be owner of the data dir.

I have installed mysql-3.23.58-pc-linux-i686 on Red Hat 9.0,
while starting daemon i got the following message:
./bin/safe_mysqld --user=mysql &
